Draft blueprint opens for public review, inviting residents to help design the heart of their city
(CLAIR | Moorpark, CA) — Moorpark is building its future from the ground up, and every resident gets a voice in what comes next. The City released its Draft Downtown Specific Plan for public review, opening a window for community input that runs through April 15, 2026.
This isn't just another planning document sitting in a filing cabinet. The Downtown Specific Plan will guide how Moorpark's heart grows, what it looks like, and how it serves the people who call this city home. Every new building, every streetscape improvement, and every business district enhancement will follow this blueprint.
The City designed the review process to make participation simple and accessible. Residents can examine the draft plan online at www.moorparkca.gov/DTSP through an interactive platform that works around the clock. The system allows users to read specific sections and submit comments directly on the portions that matter most to them.
The draft plan represents months of listening and learning from Moorpark residents. A September workshop drew 49 community members who contributed 127 comments about their vision for downtown's future. An October follow-up session brought ten additional participants into the conversation. The City also conducted an online survey that generated 71 responses and more than 250 detailed comments.
The Downtown Specific Plan addresses fundamental questions about Moorpark's commercial core. How should new development complement existing businesses? What design standards will create a cohesive, attractive streetscape? How can downtown serve both longtime residents and newcomers choosing to build their lives here?
The City secured funding for the Downtown Specific Plan update through a grant from the Southern California Association of Governments (SCAG).
